{"abstract":"The Department of Commerce (\"Department\") is hereby refining its practice with respect to the methodology for respondent selection in certain antidumping (\"AD\") proceedings. Specifically, the Department is making changes to its current practice in antidumping administrative reviews for (1) respondent selection; and (2) conditional review of the NME entity. Normally, the Department makes these types of changes to its practice in the context of its case proceedings, on a case-by-case basis.\\1\\ For these particular changes in practice, the Department sought comments in advance of making changes in practice.
