{"abstract":"The Environmental Protection Agency (EPA) is proposing general permits for use in Indian country pursuant to the Indian Country Minor New Source Review (NSR) rule for new or modified minor sources in the following five source categories: Hot mix asphalt (HMA) plants; stone quarrying, crushing, and screening (SQCS) facilities; auto body repair and miscellaneous surface coating operations; gasoline dispensing facilities (GDFs); and petroleum dry cleaning facilities. In the alternative, the EPA is also proposing permits by rule for use in Indian country for new or modified minor sources in three of the source categories: Auto body repair and miscellaneous surface coating operations; GDFs; and petroleum dry cleaning facilities. The EPA is also proposing certain changes to the Indian Country Minor NSR rule. The proposed changes include: Extending the deadline by when true minor sources in the oil and gas sector must receive minor source NSR permits; and allowing general permits and permits by rule for specific categories to create synthetic minor sources.","action":"Proposed rule.","agencies":[{"raw_name":"ENVIRONMENTAL PROTECTION AGENCY","name":"Environmental Protection Agency","id":145,"url":"https://www.federalregister.gov/agencies/environmental-protection-agency","json_url":"https://www.federalregister.gov/api/v1/agencies/145","parent_id":null,"slug":"environmental-protection-agency"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2014/01/14/2013-30345.html","cfr_references":[{"chapter":null,"citation_url":null,"part":49,"title":40}],"citation":"79 FR 2546","comment_url":null,"comments_close_on":"2014-03-17","correction_of":null,"corrections":[],"dates":"Comments must be received on or before March 17, 2014.","disposition_notes":null,"docket_ids":["EPA-HQ-OAR-2011-0151","FRL-9904-09-OAR"],"dockets":[],"document_number":"2013-30345","effective_on":null,"end_page":2573,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2014/01/14/2013-30345.xml","html_url":"https://www.federalregister.gov/documents/2014/01/14/2013-30345/general-permits-and-permits-by-rule-for-the-federal-minor-new-source-review-program-in-indian","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/2013-30345?publication_date=2014-01-14","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2014-01-14/2013-30345/mods.xml","not_received_for_publication":null,"page_length":28,"page_views":{"count":574,"last_updated":"2026-08-25 20:15:03 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2014-01-14/pdf/2013-30345.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":"https://public-inspection.federalregister.gov/2013-30345.pdf?1389621200","publication_date":"2014-01-14","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2014/01/14/2013-30345.txt","regulation_id_number_info":{"2060-AQ95":{"issue":"201504","html_url":"https://www.federalregister.gov/regulations/2060-AQ95/general-permits-and-permits-by-rule-for-the-tribal-minor-new-source-review-program","title":"General Permits and Permits by Rule for the Tribal Minor New Source Review Program","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=201504&RIN=2060-AQ95&operation=OPERATION_EXPORT_XML","priority_category":"Substantive, Nonsignificant"}},"regulation_id_numbers":["2060-AQ95"],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2014-02-19T05:15:08Z"},"regulations_dot_gov_url":null,"significant":false,"signing_date":null,"start_page":2546,"subtype":null,"title":"General Permits and Permits by Rule for the Federal Minor New Source Review Program in Indian Country","toc_doc":"Federal Minor New Source Review Program in Indian Country","toc_subject":"Permits:","topics":["Administrative practice and procedure","Air pollution control","Environmental protection","Indians","Indians-law","Indians-tribal government","Intergovernmental relations","Reporting and recordkeeping requirements"],"type":"Proposed Rule","volume":79}
