{"abstract":"We, the Office of Surface Mining Reclamation and Enforcement (OSMRE), are approving, with exceptions, an amendment to the Kentucky regulatory program (hereinafter, the \"Kentucky program\") under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act).
