{"abstract":"This final rule will codify, with some extensions, three menu planning flexibilities temporarily established by the interim final rule of the same title published November 30, 2017. First, it will broaden the milk options in the National School Lunch Program and School Breakfast Program by allowing local operators to permanently offer flavored, low-fat milk. For consistency across nutrition programs, it will also allow flavored, low-fat milk in the Special Milk Program for Children and in the Child and Adult Care Food Program for participants ages 6 and older. Second, this final rule will require that half of the weekly grains in the school lunch and breakfast menu be whole grain-rich, thus ending the need for the exemption process. Third, it will provide schools in the lunch and breakfast programs more time for gradual sodium reduction by retaining Sodium Target 1 through the end of school year (SY) 2023- 2024, continuing to Target 2 in SY 2024-2025, and eliminating the Final Target that would have gone into effect in SY 2022-2023. By codifying these changes, USDA acknowledges the persistent menu planning challenges experienced by some schools, and affirms its commitment to give schools more control over food service decisions and greater ability to offer wholesome and appealing meals that reflect local preferences.","action":"Final rule.","agencies":[{"raw_name":"DEPARTMENT OF AGRICULTURE","name":"Agriculture Department","id":12,"url":"https://www.federalregister.gov/agencies/agriculture-department","json_url":"https://www.federalregister.gov/api/v1/agencies/12","parent_id":null,"slug":"agriculture-department"},{"raw_name":"Food and Nutrition Service","name":"Food and Nutrition Service","id":200,"url":"https://www.federalregister.gov/agencies/food-and-nutrition-service","json_url":"https://www.federalregister.gov/api/v1/agencies/200","parent_id":12,"slug":"food-and-nutrition-service"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2018/12/12/2018-26762.html","cfr_references":[{"chapter":null,"citation_url":null,"part":210,"title":7},{"chapter":null,"citation_url":null,"part":215,"title":7},{"chapter":null,"citation_url":null,"part":220,"title":7},{"chapter":null,"citation_url":null,"part":226,"title":7}],"citation":"83 FR 63775","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"This rule is effective February 11, 2019.","disposition_notes":null,"docket_ids":["FNS-2017-0021"],"dockets":[],"document_number":"2018-26762","effective_on":"2019-02-11","end_page":63794,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2018/12/12/2018-26762.xml","html_url":"https://www.federalregister.gov/documents/2018/12/12/2018-26762/child-nutrition-programs-flexibilities-for-milk-whole-grains-and-sodium-requirements","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/2018-26762?publication_date=2018-12-12","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2018-12-12/2018-26762/mods.xml","not_received_for_publication":null,"page_length":20,"page_views":{"count":20850,"last_updated":"2026-04-04 12:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2018-12-12/pdf/2018-26762.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":"https://public-inspection.federalregister.gov/2018-26762.pdf?1544535919","publication_date":"2018-12-12","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2018/12/12/2018-26762.txt","regulation_id_number_info":{"0584-AE53":{"issue":"201810","html_url":"https://www.federalregister.gov/regulations/0584-AE53/child-nutrition-programs-flexibilities-for-milk-whole-grains-and-sodium-requirements","title":"Child Nutrition Programs: Flexibilities for Milk, Whole Grains, and Sodium Requirements","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=201810&RIN=0584-AE53&operation=OPERATION_EXPORT_XML","priority_category":"Other Significant"}},"regulation_id_numbers":["0584-AE53"],"regulations_dot_gov_info":{"supporting_documents":[{"title":"(AE53) CNP Milk Flexibilities  Sodium Reqrmnts_CRIArevision 10.15.2018","document_id":"FNS-2017-0021-7771"},{"title":"Meal Pattern Flexibilities_Final Narrative Summary and appendices","document_id":"FNS-2017-0021-7770"}],"regulatory_plan":{"html_url":"https://www.federalregister.gov/regulations/0584-AE53/child-nutrition-programs-flexibilities-for-milk-whole-grains-and-sodium-requirements","title":"Child Nutrition Programs: Flexibilities for Milk, Whole Grains, and Sodium Requirements"},"comments_url":"https://www.regulations.gov/docketBrowser?rpp=50&so=DESC&sb=postedDate&po=0&dct=PS&D=FNS-2017-0021","supporting_documents_count":2,"docket_id":"FNS-2017-0021","regulation_id_number":"0584-AE53","title":"Child Nutrition Programs: Flexibilities for Milk, Whole Grains, and Sodium Requirements","checked_regulationsdotgov_at":"2019-01-01T11:00:15Z"},"regulations_dot_gov_url":null,"significant":true,"signing_date":null,"start_page":63775,"subtype":null,"title":"Child Nutrition Programs: Flexibilities for Milk, Whole Grains, and Sodium Requirements","toc_doc":"Flexibilities for Milk, Whole Grains, and Sodium Requirements","toc_subject":"Child Nutrition Programs:","topics":["Accounting","Aged","Day care","Food assistance programs","Grant programs","Grant programs-education","Grant programs-health","Grant programs-health","Indians","Individuals with disabilities","Infants and children","Intergovernmental relations","Loan programs","Milk","Nutrition","Penalties","Reporting and recordkeeping requirements","School breakfast and lunch programs","Surplus agricultural commodities"],"type":"Rule","volume":83}
