{"abstract":"TSA is granting a temporary exemption from requirements in 49 CFR part 1572 regarding expiration of TSA security threat assessments (STAs) for Hazardous Material Endorsement (HME) holders. For the duration of this exemption, a State may grant an extension of up to 180 days for an HME that expired or would otherwise expire between March 1, 2020 and the end date of this exemption, even if the individual was unable to initiate or complete the required STA before the expiration date. If the state grants an extension, the individual with an expired HME must initiate the process of renewing his or her STA for an HME no later than 60 days before the end of the State-granted extension. TSA may extend this exemption at a future date depending on the status of the COVID-19 crisis.","action":"Notice; temporary exemption.","agencies":[{"raw_name":"DEPARTMENT OF HOMELAND SECURITY","name":"Homeland Security Department","id":227,"url":"https://www.federalregister.gov/agencies/homeland-security-department","json_url":"https://www.federalregister.gov/api/v1/agencies/227","parent_id":null,"slug":"homeland-security-department"},{"raw_name":"Transportation Security Administration","name":"Transportation Security Administration","id":494,"url":"https://www.federalregister.gov/agencies/transportation-security-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/494","parent_id":227,"slug":"transportation-security-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2020/04/08/2020-07340.html","cfr_references":[],"citation":"85 FR 19767","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"This exemption becomes effective on April 2, 2020, and remains in effect through July 31, 2020, unless otherwise modified by TSA through a notice published in the Federal Register.","disposition_notes":null,"docket_ids":["Docket No. TSA-2003-14610"],"dockets":[],"document_number":"2020-07340","effective_on":"2020-04-02","end_page":19769,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2020/04/08/2020-07340.xml","html_url":"https://www.federalregister.gov/documents/2020/04/08/2020-07340/exemption-from-renewal-of-the-hazardous-materials-endorsement-security-threat-assessment-for-certain","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/2020-07340?publication_date=2020-04-08","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2020-04-08/2020-07340/mods.xml","not_received_for_publication":null,"page_length":3,"page_views":{"count":6248,"last_updated":"2026-10-22 22:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2020-04-08/pdf/2020-07340.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":"https://public-inspection.federalregister.gov/2020-07340.pdf?1586263538","publication_date":"2020-04-08","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2020/04/08/2020-07340.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"supporting_documents":[],"comments_url":"https://www.regulations.gov/docketBrowser?rpp=50&so=DESC&sb=postedDate&po=0&dct=PS&D=TSA-2003-14610","supporting_documents_count":0,"docket_id":"TSA-2003-14610","regulation_id_number":null,"title":"Security Threat Assessment for Individuals Applying for a Hazardous Materials Endorsement for a Commercial Driver's License","checked_regulationsdotgov_at":"2020-04-12T03:30:18Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":19767,"subtype":null,"title":"Exemption From Renewal of the Hazardous Materials Endorsement Security Threat Assessment for Certain Individuals","toc_doc":null,"toc_subject":null,"topics":[],"type":"Notice","volume":85}
