{"abstract":"This action implements approved measures for the Mid-Atlantic Fishery Management Council's Amendment 21 to the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan. This rule changes the summer flounder commercial state quota allocation system and fishery management plan goals and objectives.
