{"abstract":"The National Nuclear Security Administration (NNSA), a semi- autonomous agency within the Department of Energy (DOE), announces its intent to prepare a new Site-Wide Environmental Impact Statement (SWEIS) for the Los Alamos National Laboratory (LANL or Laboratory) in Los Alamos, New Mexico (DOE/EIS-0552) in compliance with the National Environmental Policy Act of 1969 (NEPA). The SWEIS will analyze the potential environmental impacts of the reasonable alternatives for continuing operations of the Laboratory for approximately the next 15 years. The continued operation of the Laboratory is critical to NNSA's Stockpile Stewardship Program to prevent the spread and use of nuclear weapons worldwide and to many other areas impacting national security and global stability. The SWEIS will also analyze environmental impacts of legacy waste remediation conducted by DOE's Office of Environmental Management (DOE-EM). The purpose of this Notice is to invite public participation in the process and to encourage public involvement on the scope of analysis (e.g., range of alternatives, impacts, and actions) and alternatives that should be considered in the SWEIS. Following completion of the SWEIS, NNSA will decide which reasonable alternatives to implement and will announce its decisions through a Record of Decision (ROD). Absent any new decisions associated with this SWEIS process, NNSA would continue to implement decisions announced in previous RODs.","action":"Notice of intent.","agencies":[{"raw_name":"DEPARTMENT OF ENERGY","name":"Energy Department","id":136,"url":"https://www.federalregister.gov/agencies/energy-department","json_url":"https://www.federalregister.gov/api/v1/agencies/136","parent_id":null,"slug":"energy-department"},{"raw_name":"National Nuclear Security Administration","name":"National Nuclear Security Administration","id":359,"url":"https://www.federalregister.gov/agencies/national-nuclear-security-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/359","parent_id":136,"slug":"national-nuclear-security-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2022/08/19/2022-17901.html","cfr_references":[],"citation":"87 FR 51083","comment_url":null,"comments_close_on":"2022-10-03","correction_of":null,"corrections":[],"dates":"NNSA invites other federal agencies, state and local governments, federally recognized Indian tribes and the public to comment on the scope of the LANL SWEIS. The public scoping period begins with the publication of this Notice in the Federal Register and continues until October 3, 2022 (the Comment Period). NNSA will accept public participation in written and oral form, and comments concerning the scope of the SWEIS will be given equal weight regardless of method of delivery. For receiving oral comments, NNSA will host two virtual public scoping meetings. The decision to hold only virtual meetings is based on the continuing high level of community spread of COVID-19 in the areas where in-person meetings would be held, as measured and reported by the U.S. Centers for Disease Control and Prevention. Meeting details will be provided in a future notice posted on the following website: www.energy.gov/nnsa/nnsa-nepa-reading-room. NNSA will hold the scoping meetings no earlier than 15 days from the posting of the notice. Details of the public meetings will also be announced in local media outlets.","disposition_notes":null,"docket_ids":[],"dockets":[{"supporting_documents":[],"agency_name":"NNSA","documents":[{"comment_count":5,"comment_start_date":"2022-08-19","updated_at":"2023-02-27T19:19:05.770-05:00","comment_url":"https://www.regulations.gov/commenton/NNSA_FRDOC_0001-0101","allow_late_comments":null,"id":"NNSA_FRDOC_0001-0101","comment_end_date":"2022-10-04","regulations_dot_gov_open_for_comment":false}],"supporting_documents_count":0,"id":"NNSA_FRDOC_0001","title":"Recently Posted NNSA Rules and Notices."}],"document_number":"2022-17901","effective_on":null,"end_page":51086,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2022/08/19/2022-17901.xml","html_url":"https://www.federalregister.gov/documents/2022/08/19/2022-17901/notice-of-intent-to-prepare-a-site-wide-environmental-impact-statement-for-continued-operation-of","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/2022-17901?publication_date=2022-08-19","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2022-08-19/2022-17901/mods.xml","not_received_for_publication":null,"page_length":4,"page_views":{"count":725,"last_updated":"2026-08-26 14:15:05 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2022-08-19/pdf/2022-17901.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":"https://public-inspection.federalregister.gov/2022-17901.pdf?1660826735","publication_date":"2022-08-19","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2022/08/19/2022-17901.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"supporting_documents":[],"comments_count":5,"agency_id":"NNSA","comments_url":"https://www.regulations.gov/docketBrowser?rpp=50&so=DESC&sb=postedDate&po=0&dct=PS&D=NNSA_FRDOC_0001","supporting_documents_count":0,"docket_id":"NNSA_FRDOC_0001","document_id":"NNSA_FRDOC_0001-0101","regulation_id_number":null,"title":"Recently Posted NNSA Rules and Notices.","checked_regulationsdotgov_at":"2023-02-28T00:19:04Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":51083,"subtype":null,"title":"Notice of Intent To Prepare a Site-Wide Environmental Impact Statement for Continued Operation of the Los Alamos National Laboratory","toc_doc":"Los Alamos National Laboratory","toc_subject":"Environmental Impact Statements; Availability, etc.:\n","topics":[],"type":"Notice","volume":87}
