{"abstract":"The Federal Motor Carrier Safety Administration (FMCSA) announces its decision to deny Intellistop, Inc.'s (Intellistop) application for an exemption to allow motor carriers to operate commercial motor vehicles (CMVs) equipped with Intellistop's module which, when brakes are applied, pulses the required rear clearance, identification, and brake lamps from a lower-level lighting intensity to a higher-level lighting intensity 4 times in 2 seconds and then returns the lights to a steady-burning state. Intellistop has not shown that an industry-wide exemption would likely achieve a level of safety equivalent to or greater than the level of safety provided by the regulation.","action":"Notice of final disposition; denial of exemption.","agencies":[{"raw_name":"DEPARTMENT OF TRANSPORTATION","name":"Transportation Department","id":492,"url":"https://www.federalregister.gov/agencies/transportation-department","json_url":"https://www.federalregister.gov/api/v1/agencies/492","parent_id":null,"slug":"transportation-department"},{"raw_name":"Federal Motor Carrier Safety Administration","name":"Federal Motor Carrier Safety Administration","id":181,"url":"https://www.federalregister.gov/agencies/federal-motor-carrier-safety-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/181","parent_id":492,"slug":"federal-motor-carrier-safety-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2022/10/07/2022-21875.html","cfr_references":[],"citation":"87 FR 61133","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"This decision is applicable October 7, 2022.","disposition_notes":null,"docket_ids":["Docket No. FMCSA-2021-0048"],"dockets":[{"supporting_documents":[{"title":"TSEI Comment on NTTC Petition","document_id":"FMCSA-2021-0048-0043"},{"title":"TSEI Comment on Grote Petition","document_id":"FMCSA-2021-0048-0042"},{"title":"Traffic Safety Facts 2016 Data Large Trucks (May 2018)","document_id":"FMCSA-2021-0048-0041"},{"title":"Traffic Safety Facts 2010 Data Large Trucks (June 2012)","document_id":"FMCSA-2021-0048-0040"},{"title":"Study of Present-Day LED Brightness and Corresponding Rear Signaling Concepts (LED Optimization) (May 2009)","document_id":"FMCSA-2021-0048-0039"},{"title":"NHTSA Interpretation Letter from Steve Wood to Wolfred Freeman","document_id":"FMCSA-2021-0048-0038"},{"title":"National Safety Council Understanding the Distracted Brain","document_id":"FMCSA-2021-0048-0037"},{"title":"National Safety Council Understanding Driver Distraction","document_id":"FMCSA-2021-0048-0036"},{"title":"Expanded Research and Development of an Enhanced Rear Signaling System for Commercial Motor Vehicles (April 2014)","document_id":"FMCSA-2021-0048-0035"},{"title":"Evaluation of Enhanced Brake Lights Using Surrogate Safety Metrics Task 1 Report (April 2009)","document_id":"FMCSA-2021-0048-0034"}],"agency_name":null,"documents":[{"comment_count":2,"comment_start_date":"2022-10-07","updated_at":"2023-03-04T00:01:33.962-05:00","comment_url":"https://www.regulations.gov/commenton/FMCSA-2021-0048-0024","allow_late_comments":null,"id":"FMCSA-2021-0048-0024","comment_end_date":null,"regulations_dot_gov_open_for_comment":false}],"supporting_documents_count":22,"id":"FMCSA-2021-0048","title":"Parts and Accessories Necessary for Safe Operation;
