The Commission is also amending, its rules of practice for adjudicative proceedings so that administrative law judges presiding over an administrative hearing render a \"recommended\" decision rather than an \"initial\" decision. Additionally, the Commission is amending its rules of practice to reflect new procedures for making Touhy and Privacy Act requests.
