{"abstract":"Pursuant to the Resource Conservation and Recovery Act (RCRA), the Environmental Protection Agency (EPA or the Agency) is denying the Alabama Department of Environmental Management's (ADEM) Application for approval of the Alabama coal combustion residuals (CCR) permit program (Application).
