{"abstract":"The U.S. Department of Commerce (Commerce) preliminarily determines that the companies which Commerce granted a separate rate sold subject merchandise at prices below normal value (NV) during the period of review (POR) December 1, 2022, through November 30, 2023. Commerce also preliminarily determines that one company does not qualify for a separate rate, certain companies had no shipments of subject merchandise during the POR, and that it is appropriate to rescind this review with respect to certain companies.
