{"abstract":"This notice sets forth the interpretation that the U.S. Department of Health and Human Services (HHS) uses for the term \"Federal public benefit\" as used in Title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), Public Law 104-193, 8 U.S.C. 1611. In doing so, this notice revises the interpretation of the term set forth in a prior notice, 63 FR 41658 (Aug. 4, 1998) (\"the 1998 HHS PRWORA Notice\" or \"1998 Notice\").
