{"abstract":"The Department of Veterans Affairs (VA) proposes to amend its regulation that governs disclosure of information to and querying of State prescription drug monitoring programs (PDMPs). The rule would clarify certain statutory definitions, including the definition of delegate and licensed health care provider. In doing so, VA would eliminate confusion as to who VA would allow to query the PDMP and would better protect these individuals from any possible adverse action by a State, as long as they are acting within the scope of their VA employment or, if applicable, scope of their contract. The rule would also mandate that VA disclose the specified information to State PDMPs to the extent necessary to prevent misuse and diversion of prescription medicines. This proposed rule would promote safe and effective prescribing of controlled substances to covered individuals and patients who receive VA health care.","action":"Proposed rule.","agencies":[{"raw_name":"DEPARTMENT OF VETERANS AFFAIRS","name":"Veterans Affairs Department","id":520,"url":"https://www.federalregister.gov/agencies/veterans-affairs-department","json_url":"https://www.federalregister.gov/api/v1/agencies/520","parent_id":null,"slug":"veterans-affairs-department"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2026/05/20/2026-10084.html","cfr_references":[{"chapter":null,"citation_url":null,"part":"1","title":38}],"citation":"91 FR 29407","comment_url":"http://www.regulations.gov/commenton/VA-2026-VHA-0166-0001","comments_close_on":"2026-07-20","correction_of":null,"corrections":[],"dates":"Comments must be received on or before July 20, 2026.","disposition_notes":null,"docket_ids":[],"dockets":[{"supporting_documents":[],"agency_name":"VA","documents":[{"comment_count":1,"comment_start_date":"2026-05-20","updated_at":"2026-05-21T01:56:09.932-04:00","comment_url":"https://www.regulations.gov/commenton/VA-2026-VHA-0166-0001","allow_late_comments":false,"id":"VA-2026-VHA-0166-0001","comment_end_date":"2026-07-21","regulations_dot_gov_open_for_comment":true}],"supporting_documents_count":0,"id":"VA-2026-VHA-0166","title":"Expanding Access to State Prescription Drug Monitoring Programs"}],"document_number":"2026-10084","effective_on":null,"end_page":29413,"executive_order_notes":null,"executive_order_number":null,"explanation":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2026/05/20/2026-10084.xml","html_url":"https://www.federalregister.gov/documents/2026/05/20/2026-10084/expanding-access-to-state-prescription-drug-monitoring-programs","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/2026-10084?publication_date=2026-05-20","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2026-05-20/2026-10084/mods.xml","not_received_for_publication":null,"page_length":7,"page_views":{"count":171,"last_updated":"2026-05-26 12:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2026-05-20/pdf/2026-10084.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":"https://public-inspection.federalregister.gov/2026-10084.pdf?1779194712","publication_date":"2026-05-20","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2026/05/20/2026-10084.txt","regulation_id_number_info":{"2900-AS73":null},"regulation_id_numbers":["2900-AS73"],"regulations_dot_gov_info":{"supporting_documents":[],"comments_count":1,"agency_id":"VA","comments_url":"https://www.regulations.gov/docketBrowser?rpp=50&so=DESC&sb=postedDate&po=0&dct=PS&D=VA-2026-VHA-0166","supporting_documents_count":0,"docket_id":"VA-2026-VHA-0166","document_id":"VA-2026-VHA-0166-0001","regulation_id_number":"2900-AS73","title":"Expanding Access to State Prescription Drug Monitoring Programs","checked_regulationsdotgov_at":"2026-05-22T08:55:03Z"},"regulations_dot_gov_url":"http://www.regulations.gov/commenton/VA-2026-VHA-0166-0001","significant":null,"signing_date":null,"start_page":29407,"subtype":null,"title":"Expanding Access to State Prescription Drug Monitoring Programs","toc_doc":"Expanding Access to State Prescription Drug Monitoring Programs","toc_subject":null,"topics":["Administrative practice and procedure","Archives and records","Cemeteries","Claims","Courts","Crime","Flags","Freedom of information","Government contracts","Government employees","Government property","Infants and children","Inventions and patents","Seals and insignia","Security measures","Wages"],"type":"Proposed Rule","volume":91}
