{"abstract":"The Environmental Protection Agency (EPA) is proposing to grant an extension of the \"Serious\" area attainment date for the Los Angeles-South Coast Air Basin (\"South Coast\") nonattainment area for the 2012 annual fine particulate matter (PM<INF>2.5</INF>) national ambient air quality standards (NAAQS or \"standards\") from December 31, 2025, to December 31, 2030, based on a proposed determination that the State has satisfied the statutory criteria for this extension.
