{"abstract":"By this rule, the U.S. Department of Transportation amends its regulations implementing Title VI of the Civil Rights Act of 1964 (\"Title VI\") to eliminate disparate-impact liability. These amendments align the Department's regulations with Title VI's original public meaning, avoid constitutional concerns, reduce compliance costs, and serve the public interest. In addition, these revisions implement changes directed in Executive Order 14281. These revisions also align with changes made by the U.S. Department of Justice (DOJ) to its Title VI Regulations at 28 CFR part 42, effective December 10, 2025.","action":"Final rule.","agencies":[{"raw_name":"DEPARTMENT OF TRANSPORTATION","name":"Transportation Department","id":492,"url":"https://www.federalregister.gov/agencies/transportation-department","json_url":"https://www.federalregister.gov/api/v1/agencies/492","parent_id":null,"slug":"transportation-department"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2026/06/11/2026-11790.html","cfr_references":[{"chapter":null,"citation_url":null,"part":"21","title":49}],"citation":"91 FR 35424","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"The rule is effective on June 11, 2026.","disposition_notes":null,"docket_ids":[],"dockets":[{"supporting_documents":[],"agency_name":"DOT","documents":[{"comment_count":0,"comment_start_date":"2026-06-11","updated_at":"2026-06-11T09:58:42.282-04:00","comment_url":"https://www.regulations.gov/commenton/DOT-OST-2009-0092-0569","allow_late_comments":false,"id":"DOT-OST-2009-0092-0569","comment_end_date":null,"regulations_dot_gov_open_for_comment":false}],"supporting_documents_count":0,"id":"DOT-OST-2009-0092","title":"Federal Registers for Applications, Notices and Orders - Miscellaneous"}],"document_number":"2026-11790","effective_on":"2026-06-11","end_page":35432,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2026/06/11/2026-11790.xml","html_url":"https://www.federalregister.gov/documents/2026/06/11/2026-11790/rescinding-portions-of-department-of-transportations-title-vi-regulations-to-conform-more-closely","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/2026-11790?publication_date=2026-06-11","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2026-06-11/2026-11790/mods.xml","not_received_for_publication":null,"page_length":9,"page_views":{"count":1114,"last_updated":"2026-06-14 20:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2026-06-11/pdf/2026-11790.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":"https://public-inspection.federalregister.gov/2026-11790.pdf?1781095526","publication_date":"2026-06-11","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2026/06/11/2026-11790.txt","regulation_id_number_info":{"2105-AF45":null},"regulation_id_numbers":["2105-AF45"],"regulations_dot_gov_info":{"supporting_documents":[],"comments_count":0,"agency_id":"DOT","comments_url":"https://www.regulations.gov/docketBrowser?rpp=50&so=DESC&sb=postedDate&po=0&dct=PS&D=DOT-OST-2009-0092","supporting_documents_count":0,"docket_id":"DOT-OST-2009-0092","document_id":"DOT-OST-2009-0092-0569","regulation_id_number":null,"title":"Federal Registers for Applications, Notices and Orders - Miscellaneous","checked_regulationsdotgov_at":"2026-06-12T16:55:03Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":35424,"subtype":null,"title":"Rescinding Portions of Department of Transportation's Title VI Regulations To Conform More Closely With the Statutory Text and To Implement Executive Order 14281","toc_doc":"Rescinding Portions of Title VI Regulations to Conform more Closely with the Statutory Text and to Implement Executive Order 14281","toc_subject":null,"topics":["Administrative practice and procedure","Civil rights","Equal employment opportunity","Grant programs"],"type":"Rule","volume":91}
