{"abstract":"The Coast Guard is establishing a temporary special local regulation (SLR) for certain navigable waters of the East River and Upper New York Bay, in New York Harbor, NY. The SLR is needed to provide for the safety of life on these highly congested waterways immediately before, during, and after a 4th of July fireworks display.
