{"abstract":"In response to a request from First Solar, Inc., Hanwha Q CELLS USA Inc., Talon PV, Swift Solar, Great Lakes Solex PR, LLC, DYCM Power, LLC, Suniva Inc., and Silfab Solar Inc.
