{"abstract":"This final rule streamlines the NCUA Board (Board)'s regulations governing the purchase, sale, and pledge of eligible obligations. Specifically, the final rule removes the prescriptive lists of items that must be addressed in the written policies adopted by a federal credit union (FCU). Removal of the mandated items will enable a more efficient and principles-based approach. The final rule also removes detailed requirements regarding conflicts of interest and compensation. These regulatory provisions are unnecessary because FCUs are already governed by broader conflict of interest provisions in their bylaws and by the fiduciary duties of their officials. The final rule follows publication of a February 25, 2026, proposed rule and takes into consideration the public comments received on the proposal. After careful consideration of the comments, the Board has decided to adopt the proposed rule without change.","action":"Final rule.","agencies":[{"raw_name":"NATIONAL CREDIT UNION ADMINISTRATION","name":"National Credit Union Administration","id":335,"url":"https://www.federalregister.gov/agencies/national-credit-union-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/335","parent_id":null,"slug":"national-credit-union-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2026/08/06/2026-16030.html","cfr_references":[{"chapter":null,"citation_url":null,"part":"701","title":12},{"chapter":null,"citation_url":null,"part":"746","title":12}],"citation":"91 FR 50680","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"This final rule is effective on September 8, 2026.","disposition_notes":null,"docket_ids":[],"dockets":[{"supporting_documents":[],"agency_name":"NCUA","documents":[{"comment_count":0,"comment_start_date":"2026-08-06","updated_at":"2026-08-06T09:02:37.661-04:00","comment_url":"https://www.regulations.gov/commenton/NCUA_FRDOC_0001-0530","allow_late_comments":false,"id":"NCUA_FRDOC_0001-0530","comment_end_date":null,"regulations_dot_gov_open_for_comment":false}],"supporting_documents_count":3,"id":"NCUA_FRDOC_0001","title":"Recently Posted NCUA Rules and Notices."}],"document_number":"2026-16030","effective_on":"2026-09-08","end_page":50684,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2026/08/06/2026-16030.xml","html_url":"https://www.federalregister.gov/documents/2026/08/06/2026-16030/purchase-sale-and-pledge-of-eligible-obligations","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/2026-16030?publication_date=2026-08-06","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2026-08-06/2026-16030/mods.xml","not_received_for_publication":null,"page_length":5,"page_views":{"count":1006,"last_updated":"2026-10-25 00:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2026-08-06/pdf/2026-16030.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":"https://public-inspection.federalregister.gov/2026-16030.pdf?1785933921","publication_date":"2026-08-06","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2026/08/06/2026-16030.txt","regulation_id_number_info":{"3133-AF95":null},"regulation_id_numbers":["3133-AF95"],"regulations_dot_gov_info":{"supporting_documents":[],"comments_count":0,"agency_id":"NCUA","comments_url":"https://www.regulations.gov/docketBrowser?rpp=50&so=DESC&sb=postedDate&po=0&dct=PS&D=NCUA_FRDOC_0001","supporting_documents_count":3,"docket_id":"NCUA_FRDOC_0001","document_id":"NCUA_FRDOC_0001-0530","regulation_id_number":null,"title":"Recently Posted NCUA Rules and Notices.","checked_regulationsdotgov_at":"2026-08-07T15:55:04Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":50680,"subtype":null,"title":"Purchase, Sale, and Pledge Of Eligible Obligations","toc_doc":"Purchase, Sale, and Pledge of Eligible Obligations","toc_subject":null,"topics":["Administrative practice and procedure","Advertising","Aged","Civil rights","Claims","Credit","Credit unions","Fair housing","Individuals with disabilities","Insurance","Investigations","Marital status discrimination","Mortgages","Religious discrimination","Reporting and recordkeeping requirements","Sex discrimination","Signs and symbols","Surety bonds"],"type":"Rule","volume":91}
