{"abstract":"The Coast Guard is establishing a recurring Special Local Regulation (SLR) for certain navigable waters of the Cuyahoga River. The SLR is necessary to provide for the safety of life on these waters during the Cleveland Dragon Boat Festival, which occurs annually on or around the 4th weekend in August.
