{"abstract":"The Office of Personnel Management (OPM) is issuing proposed regulations to provide agencies with greater flexibility in paying recruitment and relocation bonuses and retention allowances (the 3 R's). The proposed regulations revise certain requirements in the current regulations to maximize agency discretion in using these flexibilities.
