{"abstract":"The Coast Guard is modifying its regulations on navigational safety and marine engineering to harmonize them with the International Convention for the Safety of Life at Sea, 1974 (SOLAS 74), as amended, and to allow the use of current technology. This final rule is necessary because changes have been made to SOLAS 74 and new technology has become available.
