{"abstract":"5 U.S.C. 5520a(k) required the Department of Defense to ``promulgate regulations'' by April 4, 1994 for the involuntary allotment of pay from members of the Armed Forces for debts reduced to judgments. The Department published its proposed rule in the Federal Register on April 26, 1994 (59 FR 21713).
