{"abstract":"The Secretary issues these final regulations governing the Impact Aid Program under title VIII of the Elementary and Secondary Education Act of 1965, as amended by the Improving America's Schools Act of 1994. The program, in general, provides assistance for maintenance and operations costs to local educational agencies (LEAs) that are affected by Federal activities.
