{"abstract":"We are amending the Administrative Regulations--Departmental Proceedings, the Administrative Regulations--Judicial Proceedings, and the National Environmental Policy Act regulations as part of the United States Department of Agriculture's (USDA) regulatory reinvention initiative to improve its regulations.
