{"abstract":"This final rule amends the regulations that govern the approval of lending institutions to participate in the property improvement and manufactured home loan insurance programs under Title I, section 2 of the National Housing Act. The rule creates a new category of approved lending institutions, to be known as ``investing lenders,'' and provides minimum requirements and criteria for their approval and operation.
