{"abstract":"The Coast Guard is issuing an interim rule that sets out qualifications for tankermen, and for persons in charge of, and assisting in, the handling, transfer, and transport of oil and certain hazardous liquid cargoes in bulk aboard vessels. It intends the establishment of training standards, of operational requirements, and of a certification procedure to ensure that these persons are competent to perform their duties even during emergencies.
