{"abstract":"This final rule amends the Department's Hazardous Materials Regulations (HMR) to incorporate a number of changes to rail requirements based on rulemaking petitions from industry and RSPA initiatives. This action is necessary to update the regulations and to respond to petitions for rulemaking.
