{"abstract":"The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) (42 U.S.C. 9604 et seq.), as amended by the Superfund Amendments and Reauthorization Act (SARA) (Pub. L. 99-499), requires that ATSDR develop jointly with the U.S. Environmental Protection Agency (EPA), in order of priority, a list of hazardous substances most commonly found at facilities on the CERCLA National Priorities List (NPL) (42 U.S.C. 9604(i)(2)); prepare toxicological profiles for each substance included on the priority list of hazardous substances, and to ascertain in the toxicological profiles, significant human exposure levels (SHELs) for hazardous substances in the environment, and the associated acute, subacute, and chronic health effects (42 U.S.C. 9604(i)(3)); and assure the initiation of a research program to fill identified data needs associated with the substances (42 U.S.C. 9604(i)(5)). The ATSDR Minimal Risk Levels (MRLs) were developed in response to the mandate for SHELs and to provide screening levels for health assessors and other responders to identify contaminants and potential health effects that may be of concern at hazardous waste sites and releases. This notice announces the internal guidance for derivation of MRLs for priority hazardous substances by ATSDR. The guidance represents the agency's current approach to deriving MRLs and reflects the most current scientific assessment. Comments from the public on the process of deriving MRLs are welcome. The MRLs for a particular substance are published in the toxicological profile for that substance. A listing of the current published MRLs is provided at the end of the notice.","action":"Notice.","agencies":[{"raw_name":"DEPARTMENT OF HEALTH AND HUMAN SERVICES","name":"Health and Human Services Department","id":221,"url":"https://www.federalregister.gov/agencies/health-and-human-services-department","json_url":"https://www.federalregister.gov/api/v1/agencies/221","parent_id":null,"slug":"health-and-human-services-department"},{"raw_name":"Agency for Toxic Substances and Disease Registry","name":"Agency for Toxic Substances and Disease Registry","id":7,"url":"https://www.federalregister.gov/agencies/agency-for-toxic-substances-and-disease-registry","json_url":"https://www.federalregister.gov/api/v1/agencies/7","parent_id":221,"slug":"agency-for-toxic-substances-and-disease-registry"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/1996/06/27/96-12991.html","cfr_references":[],"citation":"61 FR 33511","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":null,"disposition_notes":null,"docket_ids":["ATSDR-110"],"dockets":[],"document_number":"96-12991","effective_on":null,"end_page":33520,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":null,"html_url":"https://www.federalregister.gov/documents/1996/06/27/96-12991/minimal-risk-levels-for-priority-substances-and-guidance-for-derivation-republication","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/96-12991?publication_date=1996-06-27","mods_url":"https://www.govinfo.gov/metadata/granule/FR-1996-06-27/96-12991/mods.xml","not_received_for_publication":null,"page_length":10,"page_views":{"count":163,"last_updated":"2026-10-24 00:15:05 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-1996-06-27/pdf/96-12991.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"1996-06-27","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/1996/06/27/96-12991.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-09-21T05:49:16Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":33511,"subtype":null,"title":"Minimal Risk Levels for Priority Substances and Guidance for Derivation; Republication","toc_doc":null,"toc_subject":null,"topics":[],"type":"Notice","volume":61}
