{"abstract":"This final rule changes miscellaneous gas pipeline safety regulations to provide clarity, eliminate unnecessary or burdensome requirements, and foster economic growth. The changes result from a comprehensive review of the regulations RSPA has completed under President Clinton's Regulatory Reinvention Initiative to reduce the burden of government regulations.
