{"abstract":"The Department of Energy (Department or DOE) amends the regulations for the State Energy Conservation Program to provide for the consolidation of two formula grant programs--the State Energy Conservation Program (SECP) and the Institutional Conservation Program (ICP). DOE removes prescriptive energy audit procedures that are no longer needed and conflict with the President's regulatory reform program.
