{"abstract":"In response to the President's regulatory reform initiatives, this final rule streamlines and consolidates many of HUD's regulations containing hearing procedures. This rule also makes several substantive changes to these regulations in order to improve the hearing process and to make the regulations more closely follow applicable statutes. This rule makes the regulations easier for the public to use and understand.
