{"abstract":"This document is to propose a policy regarding interim implementation requirements for ozone and PM air pollution control during the time period following promulgation of new or revised NAAQS. Elsewhere in today's Federal Register, EPA is proposing these NAAQS. The policy as proposed is intended to ensure momentum is maintained by the States in the current program while moving toward developing their plans for implementing the new NAAQS.
