{"abstract":"This rule amends 24 CFR parts 950 (formerly 905) and 968 to streamline, simplify and eliminate unnecessary requirements for the Department's two modernization programs used in the public housing and Indian housing programs. The Comprehensive Improvement Assistance Program (CIAP) is used by Public Housing Agencies (PHAs) and Indian Housing Authorities (IHAs) that own or operate fewer than 250 public housing units. The Comprehensive Grant Program (CGP) is used by PHAs and IHAs that own or operate 250 or more public housing units.
