{"abstract":"The Agency is finalizing treatment standards for hazardous wastes generated from wood preserving operations, and is making a conforming amendment to the standard for wastes from production of chlorinated aliphatics which carry the F024 hazardous waste code. These treatment standards will minimize threats to human health and the environment posed by these wastes. In addition, this final rule revises the land disposal restrictions (LDR) program to significantly reduce paperwork requirements by 1.6 million hours. This rule also finalizes both the decision to employ polymerization as an alternative method of treatment for certain ignitable wastes as well as the decision not to ban certain wastes from biological treatment because there is no need to classify these wastes as ``nonamenable.'' It also clarifies an exception from LDR requirements for de minimis amounts of characteristic wastewaters. Finally, this rule excludes processed circuit boards and scrap metal from RCRA regulation which is intended to promote the goal of safe recycling.","action":"Final rule.","agencies":[{"raw_name":"Preserving Wastes, Paperwork Reduction and Streamlining, Exemptions"},{"raw_name":"Second Supplemental Proposal on Treatment Standards for Metal Wastes"},{"raw_name":"ENVIRONMENTAL PROTECTION AGENCY","name":"Environmental Protection Agency","id":145,"url":"https://www.federalregister.gov/agencies/environmental-protection-agency","json_url":"https://www.federalregister.gov/api/v1/agencies/145","parent_id":null,"slug":"environmental-protection-agency"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/1997/05/12/97-11636.html","cfr_references":[{"chapter":null,"citation_url":null,"part":null,"title":40},{"chapter":null,"citation_url":null,"part":148,"title":40},{"chapter":null,"citation_url":null,"part":261,"title":40},{"chapter":null,"citation_url":null,"part":268,"title":40},{"chapter":null,"citation_url":null,"part":271,"title":40}],"citation":"62 FR 25998","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":"This final rule is effective on August 11, 1997 except Secs. 148.18(b) and 268.30(b), which are effective on May 12, 1999.","disposition_notes":null,"docket_ids":["FRL 5816-5"],"dockets":[],"document_number":"97-11636","effective_on":"1997-08-11","end_page":26040,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":null,"html_url":"https://www.federalregister.gov/documents/1997/05/12/97-11636/land-disposal-restrictionsphase-iv-treatment-standards-for-wood-preserving-wastes-paperwork","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/97-11636?publication_date=1997-05-12","mods_url":"https://www.govinfo.gov/metadata/granule/FR-1997-05-12/97-11636/mods.xml","not_received_for_publication":null,"page_length":43,"page_views":{"count":637,"last_updated":"2026-07-27 16:15:03 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-1997-05-12/pdf/97-11636.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"1997-05-12","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/1997/05/12/97-11636.txt","regulation_id_number_info":{"2050 AE05":null},"regulation_id_numbers":["2050 AE05"],"regulations_dot_gov_info":{},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":25998,"subtype":null,"title":"Land Disposal RestrictionsPhase IV: Treatment Standards for Wood Preserving Wastes, Paperwork Reduction and Streamlining, Exemptions From RCRA for Certain Processed Materials; and Miscellaneous Hazardous Waste Provisions","toc_doc":null,"toc_subject":null,"topics":[],"type":"Rule","volume":62}
