{"abstract":"EPA is proposing to approve a State Implementation Plan (SIP) revision submitted by the District of Columbia. This revision establishes and requires the major new source review (NSR) permit program. The intended effect of this action is to propose approval of the NSR program which requires permitting for the construction of major new or major modified sources pursuant to the requirements of the Clean Air Act (CAA).
