{"abstract":"The USAID Acquisition Regulation (AIDAR) is being amended to implement the Agency's new regulation on Source, Origin, and Nationality; to reflect the omission of authority for the Agency's Disadvantaged Enterprises Program in the 1996 and 1997 Appropriations Acts; to remove certification requirements not approved by the Head of the Agency in accordance with the Federal Acquisition Reform Act of 1996 (now known as the Clinger-Cohen Act of 1996); and to incorporate numerous administrative changes which correct mistakes, clarify or simplify policies or procedures currently in the AIDAR, and bring the AIDAR into compliance with Agency policies.
