{"abstract":"The U.S. International Trade Commission (the Commission) is issuing interim regulations setting forth procedures for the collection of debts owed the Commission. The Debt Collection Improvement Act of 1996, as well as earlier Federal statutes on debt collection, require agencies to promulgate regulations on this subject.
