{"abstract":"NMFS issues a proposed rule that would implement Amendment 39 to the Fishery Management Plan for the Groundfish Fishery of the Bering Sea and Aleutian Islands Area (BSAI), Amendment 41 to the Fishery Management Plan for Groundfish of the Gulf of Alaska (GOA), and Amendment 5 to the Fishery Management Plan for the Commercial King and Tanner Crab Fisheries in the Bering Sea/Aleutian Islands (BS/AI). These amendments submitted by the North Pacific Fishery Management Council (Council) would establish a License Limitation Program (LLP) and expand the Community Development Quota (CDQ) Program. The LLP would limit the number, size, and specific operation of vessels that may be used in fisheries for groundfish, other than demersal shelf rockfish east of 140 deg. W. long. and sablefish managed under the Individual Fishing Quota (IFQ) program for Pacific halibut and sablefish, in the exclusive economic zone (EEZ) off Alaska. The LLP also would limit the number, size, and specific operation of vessels that may be used in fisheries for crab species managed pursuant to the Fishery Management Plan (FMP) for Commercial King and Tanner Crab Fisheries of BS/AI.
