{"abstract":"On February 19, 1997, the Federal Communications Commission (``Commission'') adopted a Report and Order establishing rules and policies for a new Wireless Communications Service (``WCS'') in the 2305-2320 and 2345-2360 MHz bands. This action is being taken pursuant to the Omnibus Consolidated Appropriations Act, 1997.
