{"abstract":"This rule implements the Debt Collection Improvement Act of 1996 (``DCIA''), which requires the Commission to adopt a regulation adjusting for inflation the maximum amount of civil monetary penalties (``CMP'') under the Federal Election Campaign Act of 1971 (``FECA'' or ``Act''), as amended.
