{"abstract":"The Secretary amends the regulations governing the Higher Education Programs in Modern Foreign Language Training and Area Studies--Doctoral Dissertation Research Abroad Fellowship Program, Faculty Research Abroad Fellowship Program, and Group Projects Abroad Program. These amendments are needed as a result of changes in terminology applicable to these programs and changes in the selection criteria.
