{"abstract":"Under the authority of the Clean Air Act, as amended, the EPA has promulgated standards (63 FR 18504, April 15, 1998) to reduce hazardous air pollutant (HAP) emissions from the pulp and paper production source category. This rule is known as the Pulp and Paper national emission standards for hazardous air pollutants (NESHAP) and is the air component of the integrated air and water rules for the pulp and paper industry, commonly known as the Pulp and Paper Cluster Rules. The rule applies to pulp and paper production processes included under the Standard Industrial Classification (SIC) code 26. In this action, the EPA is taking direct final action amending the interim NESHAP for chloroform emissions from mills which have enrolled in the Voluntary Advanced Technology Incentives Program (VATIP) to include, as a compliance alternative, meeting the baseline Best Available Technology (BAT) requirements for 2,3,7,8-tetrachloro- dibenzo-p-dioxin (TCDD) and adsorbable organic halides (AOX).
