{"abstract":"The Bonneville Power Administration (BPA) has decided to adopt a Power Subscription Strategy for entering into new power sales contracts with its Pacific Northwest customers. The Strategy equitably distributes the electric power generated by the Federal Columbia River Power System (FCRPS), within the framework of existing law. The Power Subscription Strategy addresses the availability of power; describes power products; lays out strategies for pricing, including risk management; and discusses contract elements. In proceeding with this Subscription Strategy, BPA is guided by and committed to the ``Fish and Wildlife Funding Principles for Bonneville Power Administration Rates and Contracts'' (Fish and Wildlife Funding Principles) that were announced by the Vice President of the United States in September 1998. This decision is a direct application of BPA's earlier decision to use a Market-Driven approach for participation in the increasingly competitive electric power market and is consistent with BPA's Business Plan, the Business Plan Environmental Impact Statement (BP EIS) (DOE/ EIS-0183, June 1995) and the Business Plan Record of Decision (BP ROD) (August 15, 1995). The complete text of the Power Subscription Strategy ROD is below in the Supplementary Information section of this Notice.","action":"Notice of Record of Decision (ROD).","agencies":[{"raw_name":"DEPARTMENT OF ENERGY","name":"Energy Department","id":136,"url":"https://www.federalregister.gov/agencies/energy-department","json_url":"https://www.federalregister.gov/api/v1/agencies/136","parent_id":null,"slug":"energy-department"},{"raw_name":"Bonneville Power Administration","name":"Bonneville Power Administration","id":40,"url":"https://www.federalregister.gov/agencies/bonneville-power-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/40","parent_id":136,"slug":"bonneville-power-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/1999/01/04/98-34788.html","cfr_references":[],"citation":"64 FR 149","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":null,"disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"98-34788","effective_on":null,"end_page":157,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":null,"html_url":"https://www.federalregister.gov/documents/1999/01/04/98-34788/power-subscription-strategy","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/98-34788?publication_date=1999-01-04","mods_url":"https://www.govinfo.gov/metadata/granule/FR-1999-01-04/98-34788/mods.xml","not_received_for_publication":null,"page_length":9,"page_views":{"count":30,"last_updated":"2026-07-27 04:15:03 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-1999-01-04/pdf/98-34788.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"1999-01-04","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/1999/01/04/98-34788.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-09-20T22:24:01Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":149,"subtype":null,"title":"Power Subscription Strategy","toc_doc":null,"toc_subject":null,"topics":[],"type":"Notice","volume":64}
