{"abstract":"The U.S. Small Business Administration (SBA) is proposing to add to its regulations a new Part 126 to implement a new program entitled the ``HUBZone Empowerment Contracting Program'' (``hereinafter the HUBZone Program''). This program was created by the HUBZone Act of 1997, which is contained in Title VI of Public Law 105-135, enacted on December 2, 1997 (111 Stat. 2592).
