{"abstract":"This proposed rule would establish requirements for the new prospective payment system for home health agencies as required by section 4603 of the Balanced Budget Act of 1997, as amended by section 5101 of the Omnibus Consolidated and Emergency Supplemental Appropriations Act for Fiscal Year 1999. These include the implementation of a prospective payment system for home health agencies, consolidated billing requirements, and a number of other related changes.
