{"abstract":"The Secretary amends the Federal Family Education Loan (FFEL) Program regulations and the William D. Ford Federal Direct Loan (Direct Loan) Program regulations. These final regulations are needed to implement recently enacted changes to the Higher Education Act of 1965, as amended (HEA) made by the Higher Education Amendments of 1998 (1998 Amendments). The final regulations deal with provisions of the 1998 Amendments that affect FFEL borrowers, schools, lenders, and guaranty agencies and Direct Loan borrowers and schools.
