{"abstract":"This document amends the Commission's rules to promote a more efficient and effective organizational structure. The Commission has concluded that the proper dispatch of its business and the public interest will best be served by consolidating enforcement and consumer information functions into an Enforcement Bureau and a Consumer Information Bureau, respectively.
