{"abstract":"In this document, we (NHTSA) propose to amend the Federal Motor Vehicle Safety Standard on motorcycle brakes by reducing the minimum hand lever force from 5 pounds (presently specified) to 2.3 pounds and the minimum foot pedal force from 10 pounds (presently specified) to 5.6 pounds in the fade recovery and water recovery tests. We believe these proposals, if adopted, would facilitate the manufacture of motorcycles with combined or ``linked'' braking systems (where hand and foot brakes work in tandem) that do not need so much force exerted on them to be effective. This rulemaking was initiated in response to a petition from American Honda Motor Co., Inc.","action":"Notice of proposed rulemaking.","agencies":[{"raw_name":"DEPARTMENT OF TRANSPORTATION","name":"Transportation Department","id":492,"url":"https://www.federalregister.gov/agencies/transportation-department","json_url":"https://www.federalregister.gov/api/v1/agencies/492","parent_id":null,"slug":"transportation-department"},{"raw_name":"National Highway Traffic Safety Administration","name":"National Highway Traffic Safety Administration","id":345,"url":"https://www.federalregister.gov/agencies/national-highway-traffic-safety-administration","json_url":"https://www.federalregister.gov/api/v1/agencies/345","parent_id":492,"slug":"national-highway-traffic-safety-administration"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/1999/11/17/99-29952.html","cfr_references":[{"chapter":null,"citation_url":null,"part":"571","title":49}],"citation":"64 FR 62622","comment_url":null,"comments_close_on":"2000-01-18","correction_of":null,"corrections":[],"dates":"You should submit your comments early enough to ensure that Docket Management receives them not later than January 18, 2000.","disposition_notes":null,"docket_ids":["DOT Docket No. NHTSA-99-6472"],"dockets":[],"document_number":"99-29952","effective_on":null,"end_page":62627,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":null,"html_url":"https://www.federalregister.gov/documents/1999/11/17/99-29952/federal-motor-vehicle-safety-standards-motorcycle-brake-systems","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/99-29952?publication_date=1999-11-17","mods_url":"https://www.govinfo.gov/metadata/granule/FR-1999-11-17/99-29952/mods.xml","not_received_for_publication":null,"page_length":6,"page_views":{"count":25,"last_updated":"2026-10-24 08:15:05 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-1999-11-17/pdf/99-29952.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"1999-11-17","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/1999/11/17/99-29952.txt","regulation_id_number_info":{"2127-AH15":{"issue":"200104","html_url":"https://www.federalregister.gov/regulations/2127-AH15/motorcycle-braking-requirements","title":"Motorcycle Braking Requirements","xml_url":"http://www.reginfo.gov/public/do/eAgendaViewRule?pubId=200104&RIN=2127-AH15&operation=OPERATION_EXPORT_XML","priority_category":"Substantive, Nonsignificant"}},"regulation_id_numbers":["2127-AH15"],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-09-21T12:34:49Z"},"regulations_dot_gov_url":null,"significant":false,"signing_date":null,"start_page":62622,"subtype":null,"title":"Federal Motor Vehicle Safety Standards; Motorcycle Brake Systems","toc_doc":null,"toc_subject":null,"topics":[],"type":"Proposed Rule","volume":64}
