{"abstract":"We are removing six required amendments to the Pennsylvania regulatory program (the \"Pennsylvania program\") under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). These required amendments pertain to civil penalties, non-augmentative normal husbandry practices, affected area, access roads, and permit renewal applications.
