{"abstract":"The National Institute for Occupational Safety and Health (NIOSH) has changed the selection of target organs used in dose reconstructions NIOSH produces under the Energy Employees Occupational Illness Compensation Program Act of 2000 (EEOICPA) for energy employees with lymphoma cancers. This change responds to an evaluation by NIOSH of current scientific data on lymphoma, which revealed that the site of the radiation injury can differ from the site of the tumor or cancer origin documented in the medical files of a lymphoma cancer patient. The new process for selecting dose reconstruction target organs for energy employees with lymphoma cancers includes selecting the target organ that would have received the highest radiation dose from among relevant, possibly irradiated organs, as determined through the dose reconstruction process, when the identity of the target organ is in question. This change may result in the Department of Labor calculating higher probability of causation determinations for select lymphoma cases among previously decided and current EEOICPA cancer claims.","action":"Notice of a Change to a Scientific Element Underlying Radiation Dose Reconstructions under the Energy Employees Occupational Illness Compensation Program Act of 2000.","agencies":[{"raw_name":"DEPARTMENT OF HEALTH AND HUMAN SERVICES","name":"Health and Human Services Department","id":221,"url":"https://www.federalregister.gov/agencies/health-and-human-services-department","json_url":"https://www.federalregister.gov/api/v1/agencies/221","parent_id":null,"slug":"health-and-human-services-department"},{"raw_name":"Centers for Disease Control and Prevention","name":"Centers for Disease Control and Prevention","id":44,"url":"https://www.federalregister.gov/agencies/centers-for-disease-control-and-prevention","json_url":"https://www.federalregister.gov/api/v1/agencies/44","parent_id":221,"slug":"centers-for-disease-control-and-prevention"}],"body_html_url":"https://www.federalregister.gov/documents/full_text/html/2006/02/15/E6-2116.html","cfr_references":[],"citation":"71 FR 7969","comment_url":null,"comments_close_on":null,"correction_of":null,"corrections":[],"dates":null,"disposition_notes":null,"docket_ids":[],"dockets":[],"document_number":"E6-2116","effective_on":null,"end_page":7970,"executive_order_notes":null,"executive_order_number":null,"full_text_xml_url":"https://www.federalregister.gov/documents/full_text/xml/2006/02/15/E6-2116.xml","html_url":"https://www.federalregister.gov/documents/2006/02/15/E6-2116/national-institute-for-occupational-safety-and-health-changes-to-the-dose-reconstruction-target","images":{},"images_metadata":{},"json_url":"https://www.federalregister.gov/api/v1/documents/E6-2116?publication_date=2006-02-15","mods_url":"https://www.govinfo.gov/metadata/granule/FR-2006-02-15/E6-2116/mods.xml","not_received_for_publication":null,"page_length":2,"page_views":{"count":9,"last_updated":"2026-10-25 00:15:04 -0400"},"pdf_url":"https://www.govinfo.gov/content/pkg/FR-2006-02-15/pdf/E6-2116.pdf","presidential_document_number":null,"proclamation_number":null,"public_inspection_pdf_url":null,"publication_date":"2006-02-15","raw_text_url":"https://www.federalregister.gov/documents/full_text/text/2006/02/15/E6-2116.txt","regulation_id_number_info":{},"regulation_id_numbers":[],"regulations_dot_gov_info":{"checked_regulationsdotgov_at":"2011-11-12T18:33:03Z"},"regulations_dot_gov_url":null,"significant":null,"signing_date":null,"start_page":7969,"subtype":null,"title":"National Institute for Occupational Safety and Health; Changes to the Dose Reconstruction Target Organ Selection for Lymphoma Under the Energy Employees Occupational Illness Compensation Program Act of 2000","toc_doc":"Lymphoma; dose reconstruction target organ selection","toc_subject":"Energy Employees Occupational Illness Compensation Program Act of 2000:","topics":[],"type":"Notice","volume":71}
